Conservatives understand the importance of family and are motivated to preserve it. They understand that a family provides stability and security in our lives that a strong family shares a common vision and each member acts as an advocate for the others. We dedicate ourselves to our family are blessed in return by knowing that no matter what threatens we can count on family to protect our interests with the same intensity as they would their own. Common purpose, shared values and goals are among the reasons we cherish family.
Given the option, we wisely choose a trusted family member to act as advocate for us. When a professional is called for we want that person to be one that shares our ideals. For instance, I want a doctor to be invested in my health so I do all I can to avoid managed health care because I know that is impossible to serve two masters. Doctors working for HMO's or other managed care programs are not working for me. They work for the company which rewards them for the tests and procedures they don't do. They serve the interest of that company, the master, not the patient. The conflict of interest is apparent making it impossible for the patient to trust in that the doctor has their best interests at heart. Now, what does this have to do with choosing our next sheriff on Tuesday, August 26th? Everything.
The county sheriff has authority that exceeds any other agency. This means no one can operate in the county without the permission of the sheriff provided he chooses to exercise that authority. Not the FBI, the IRS, the CIA or any other small acronym that we associate with big government. The Supreme Court has tested and approved this time honored method of insuring that local government has the means to serve the interests of the people. (Prinz v USA) The county sheriff is the only law enforcement officer that we elect providing us with the means to choose the person we believe most likely to defend our interests as if they were his own. The power of the sheriff is derived from we the people. The citizens that populate the county will suffer or flourish depending on their choice of sheriff and they are the rightful master of this powerful office.

Mark Hamm is the right choice for sheriff in Cleveland County. He is invested in this county and is motivated by a desire to serve his community. He is free of federal and political alliances that would compromise his loyalty to the county. His opponent, by virtue of membership to the IACP (International Chiefs of Police) an organization that prides itself on its consultant status to the United Nations since the 1970', is funded by gun control advocates like The Joyce Foundation and that works in concert with the some of the most oppressive sectors of the federal government, is not a sensible option.

I asked Mark Hamm if he would mind answering some questions that were important to me and he kindly agreed. Judge for yourself. Here are the questions I asked him and his responses;
County Sheriff Candidate Questionnaire
1. Where does the County Sheriff derive his authority from?
MH: The Oklahoma State Constitution determines the function of the office and the sheriff is answerable to the people of the county.
2. Describe the proper roles and functions of federal, state and local law enforcement? How do these agencies determine their jurisdictional boundaries when their duties intersect?
MH: Professional courtesy and respect between the agencies is best. A new sheriff should be proactive in establishing these ideals from the start but the bottom line is that a sheriff is ultimately responsible for what occurs in his or her county. He is the Chief Law enforcement officer of the county giving him authority in that county above the others
3. What local circumstances do you think would justify a request for federal law enforcement assistance by a county Sheriff? What level of authority does the county Sheriff retain after federal authorities are present?
MH: A natural disaster or mass casualty event may require federal assistance in order to provide resources needed to citizens. A situation such as contamination of our water supply would require equipment and expertise that simply exceeds the ability of local resources.
Accepting assistance in no way relieves the sheriff of his responsibility to the citizens of the county. "I believe that sometimes authority must be delegated in order to get the job done, but you cannot delegate responsibility. The sheriff retains the responsibility and will be the one who must answer to the people.
4. Is there any situation that you believe would justify disarming of lawful citizens?
MH: "I honestly cannot think of any. The keyword is lawful. I would not take steps to disarm a law-abiding person. For example: the Katrina hurricane, the city services were unable to deal with the fallout of such a disaster. If you need police services they were not able to get to you due to the flooding. You as a lawful citizen had to be able to protect yourself from those who might take advantage of the disaster. That may mean standing guard in front of your home or business with a firearm. We must always be allowed to keep and bear arms."
5. What would be your basic policy or what is your opinion on the following issues?
*Suspicion-less Checkpoints (safety, sobriety, license/insurance, seatbelt, illicit drug checks, roadside "voluntary" surveys etc.)?
MH: He would reject flimsy pretenses or trivial reasons that would try the patience of citizens and waste the resources of the department. It is possible that there could be circumstances that might require random stops or similar methods for instance the D.U.I. enforcement issue. "If we are having a high number of alcohol related accidents a check point might be warranted."
In general, he thinks such methods would rarely be necessary
He does not advocate checkpoints unless there is clear, convincing facts that it would be the best solution to a dangerous problem. He pointed out that this was another instance where the level of trust earned by the sheriff has a lot to do with how people will view law enforcement efforts. "If I really thought that random stops or a checkpoint were necessary then I would have to be prepared to justify my actions to people."
*Privatization of traditional law enforcement duties (warrant processing, prison management)?
MH: He does not favor it and thinks that the goal of law enforcement risks being compromised by using methods that attempt to capitalize on the process. The goal is to preserve order and protect the people; outsourcing aspects of law enforcement could detract from this purpose.
* The 2nd amendment and "gun free zones"
MH: Mark Hamm is firm in his support of the second amendment and is opposed to any measure that would infringe upon this essential right. He believes there is no valid reason to limit qualified, law-abiding people in their right to protect themselves or their property.
6. How do you plan to handle asset forfeiture in order to ensure that your department remains ethical?
MH: reiterates that law enforcement methods should not be abused by using them as revenue builders. He made no excuses for anything beyond prudent, specific use of asset forfeiture.
7. in your opinion, does the process of seeking or accepting Federal Grants have the potential to cause a conflict of interest for local law enforcement? If so, is it possible to take measures that will help preserve natural, local authority?
MH: He concedes that it is true that you rarely get something for nothing and gives some reasons why retaining local control is preferable and provides an example. In order to house federal inmates state detention centers must first agree to a laundry list of petty demands. The question is; Are federal grants worth the hassle or loss of local autonomy? He says "I would want to first approach the community to get their input on how best to meet the needs of the department." Mr. Hamm expresses his desire for collaboration with the community. He trusts the people of this county and wants to create good rapport which he thinks will benefit the county.
8. The US holds 5% of the world's population and 25% of the world's incarcerated. More than 1 in 100 Americans are currently imprisoned giving the U.S. the highest per capita incarceration rate in the world. What are the reasons for this and what can or should be about the situation?
MH: Appeared somewhat taken aback by these statistics. I offered to send him the latest PEW Report on Prisons which is a highly respected research group whose reports are often cited when impeccable research work is called for. He was interested in examining the report and I am looking forward to getting his opinions after he has had the chance to examine the problem.
My conversation with Mr. Hamm revealed a gentleman that understands how to properly wield power as well as one that respects the dignity of others. He holds himself to the same standard of law that he would any other and has a disposition that is inspiring of respect and cooperation. He openly spoke of his widely publicized oversight in paying a ticket and fully shouldered the responsibility for it.
I liked the way his focus stayed firmly on himself. Not once did he stoop to casting shadows on his opponent. This is the hallmark of exceptional character. I trust this man's ability to handle law enforcement and believe that our good department will become even better under his administration. Mark Ham exemplifies the values held by the people of Cleveland County, his loyalty rests with community. Mark Hamm will see to the interests of his community and make decisions free of the conflict that arises when one attempts to do the impossible, serve two masters.
I hope you will cast your vote this Tuesday, August 26th in favor of a sheriff that will use his authority as it was intended to be used-to protect and defend the rights of the people he is sworn to serve.
